Course fees are the small number. The large numbers are sea time, which cannot be bought, and boat access, which can.

Boat access is the real budget line
A bareboat charter in the Whitsundays starts around $225 a day at the very low end and runs to four figures a day for a modern catamaran in peak season; rates are lowest from mid-January to the end of March and highest from mid-September through October. Marina berths on top: Hamilton Island runs roughly $160 a night for a monohull and $210 for a catamaran.
Ownership is a different order of commitment. Sydney marina berths run broadly $500 to $2,000 per metre per year — roughly $800–$1,500 per metre at d'Albora Rushcutters Bay, $400–$800 at the RPAYC in Newport, $500–$900 at Woolwich. A ten-metre boat therefore costs something like $12,000–$30,000 a year to berth in Sydney before a dollar of maintenance; fifteen metres, $25,000–$60,000. A swing mooring — no shore power, no water, tender required — drops that to roughly $2,000–$8,000 a year. Other capital cities differ, sometimes sharply, so do not assume Sydney figures generalise.
Four worked pathways
PATHWAY A · 1–2 WEEKS · ~$280
Weekend runabout, Sydney
Book the knowledge test at Service NSW ($44). Study the handbook — Chapters 4, 5 and 19 here cover most of what is on it. Do three logged supervised trips with an experienced skipper, or an approved practical course if you have nobody to take you. Take out a three-year general licence ($233). Register the boat by length.
What to add anyway: the AWQ radio certificate, and a day on the water with someone who can teach you to berth in a cross-wind.

Chartering the Whitsundays next winter
No licence is legally required for a Queensland bareboat, but the operator's checkout will find you out. Either do the Australian Sailing keelboat stream through a local club — Start Crewing, Start Helming, Start Skippering, around $1,100 all up — or go straight to RYA Day Skipper at about $2,000, the better buy if you will also charter overseas, because it carries the ICC.
Add: the Queensland RMDL ($132.40 plus provider fee) if you will also run a powered boat there, and read Chapter 21 before you anchor anywhere near coral.
PATHWAY C · 3–6 YEARS · ~$8,000–12,000 IN COURSES
Bluewater, in your own boat
No certificate is legally required in Australia — but insurers, foreign officials and the sea itself all ask. The honest route: Day Skipper theory and practical, then Coastal Skipper, then years of miles through club racing, delivery crewing and your own passages until you hold 2,500 miles, 50 days at sea and five overnight passages. Then sit Yachtmaster Offshore.
Non-negotiable alongside it: Safety and Sea Survival, HLTAID011 first aid, and the LROCP. Add shorthanded training if you sail as a couple, and the multihull endorsement if the boat is a cat.
PATHWAY D · 2–4 YEARS · $6,000–15,000+
Paid to take people to sea
Power route: Coxswain Grade 2 first if you need recreational hours to count, then Coxswain Grade 1 (30 commercial days with a task book), then Master up to 24 m (120 days). Add MED Grade 3 to be employable on a boat with a real engine room. Check your state's subsidy list before paying list price.
Sail route: climb the RYA ladder to Yachtmaster Coastal or Offshore, add the commercial endorsement, add Coxswain Grade 1 or MED 3 as your engine ticket, and apply for Sailing Master Coastal or Offshore. Open a task book on day one — it is worth three to five times its weight in sea days.
